  • Delaware takes a tougher stand on animal abuse as Governor Jack Markell signs a bill enhancing the state’s definition of cruelty to animals.

    The law now adds tethering a dog for 18 or more hours in any 24-hour period to the list of cruel acts. Tethering young dogs and certain nursing mother dogs is also illegal.

    Governor Markell signed the bill on Friday, Aug. 3.
