  • A convicted child rapist from Georgetown is now facing new charges that he was part of a ring engaged in distributing pornographic images of children.
David M. Pennington, a 70-year-old resident of Substation Way, was arrested Jan. 8 on a probation violation following an investigation that began in 2012 when the Delaware Child Predator Task Force received a tip from the National Center for Missing and Exploited Children.
That tip eventually led to the Dec. 21 arrest of 55-year-old New Castle resident Rogelio A. Cordero on 25 counts of dealing in child pornography.
Interviews with Cordero led police to Pennington, whom they believe traded child pornography with the New Castle man.
Police searched Pennington's home in the 19000 block of Substation Way on Dec. 21 and seized multiple DVDs and other documents.
Pennington, who has three prior convictions for sex crimes against children, was released after his home was searched, but was arrested on a probation violation charge on Jan. 8, after police searched a storage facility he owns off of Georgetown-Lewes Highway in Georgetown.
He was being at the Sussex Correctional Institution on a $50,000 cash bail until March 1 after a forensic review of evidence seized during the investigation indicated he had received, reviewed and commented on images of child pornography.
Pennington is now charged with two counts of dealing in child porn and is being held on a $120,000 secured bond, according to the Delaware Department of Justice.
Another Georgetown resident, 63-year-old William D. Zimmerman, also was arrested Jan. 8 as part of the same investigation.
Police charged him with 25 counts of dealing in child porn after seizing multiple computers, digital recording devices and other digital media from his home in the 300 block of North King St.
Zimmerman, a twice-convicted child rapist, is awaiting trial a the Sussex Correctional Institution, where he is being held on a $500,000 secured bail.
