Two Millsboro men, one on home confinement, were arrested Oct. 4 in Lewes for dealing heroin.
According to the Delaware State Police, an investigation revealed that 38-year-old Eric L. Howell was selling large amounts of heroin. Howell, who is allowed to leave his home for work, was under surveillance by investigators Oct. 4 when he left the house. Police said they observed Howell being driven in a Honda CR-V by 28-year-old Jason R. Kehler. Police said the two drove to a drug store in Lewes where they met a man who purchased heroin from Howell. Police said they stopped the man and determined he had purchased 26 bags, or .39 gram, of heroin. Police also stopped the CR-V.
Police said Howell was taken into custody and was found to have 244 bags, or 3.66 grams, of heroin in his possession, as well as over $4,000. Police said six additional bags, or .09 gram, of heroin belonging to Kehler in the vehicle.
Police said Howell’s money was seized and he was charged with numerous drug offenses. He was committed to Sussex Correctional Institution on $38,000 cash bail. Kehler was charged with several drug offenses and released on $34,500 unsecured bail.
